Dear representatives
The 6th National Congress of China Packaging Technology Association elected a new council and executive council, and elected me as the president of this session. This is the trust and trust that representatives have placed in me and all of our leadership members. We deeply feel that the work of the association is arduous and the road ahead is long. Allow me, on behalf of all the members of the 6th Council and Executive Council of the China International Federation of Trade Unions, to express our heartfelt gratitude to everyone!
For over twenty years, we have personally experienced and witnessed the development history of China's packaging industry from scratch and from small to large. Guided by Deng Xiaoping Theory and the important thought of the "Three Represents", and under the correct leadership of the Party Central Committee and the State Council, and through the joint efforts of comrades in the packaging industry nationwide, the packaging industry has developed from a bottleneck industry with a lack of categories, dispersion, single products, low quality, insufficient supply, and constraints on the development of the national economy to a large industry with relatively complete categories that basically meets the needs of national economic development. The total output value of packaging industry production has jumped from 7.2 billion yuan to 250 billion yuan. Today, we can proudly say that China has stood tall as a packaging giant in the East of the world. Not long ago, in the fight against SARS, the vast number of workers in the packaging industry fulfilled their duties, bravely took on heavy responsibilities, and wrote a new chapter in the packaging industry. The tremendous achievements of the packaging industry are inseparable from the sustained, rapid, and healthy development of China's politics, economy, and culture since the reform and opening up. It is precisely because of the significant leap in China's comprehensive national strength, the continuous improvement of people's living standards, and the rapid development of upstream and downstream industries related to the packaging industry that conditions and opportunities have been provided for the progress of the packaging industry. At the same time, the achievements of the packaging industry are inseparable from the hard work of the packaging workers, who have devoted a lot of effort and dedication to it. Under the leadership and strong support of relevant departments of the State Council, and under the direct leadership of Mr. Qiu, the association organized the strength of the entire industry, focusing on technological progress, cultivating backbone enterprise groups and a group of "specialized, refined, unique, and new" small and medium-sized enterprises, advocating the path of internationalization. Only then did we have today's packaging industry, narrowed the gap with developed countries, and accumulated experience for the take-off of the packaging industry in the new century, laying a solid foundation. Looking back on the past, we deeply feel that Comrade Qiu Chunfu, as the founder of the China Packaging Technology Association and China's modern packaging industry, has made outstanding contributions to the development and growth of China's packaging industry. For this reason, I suggest that we give a warm round of applause to this esteemed old president and the members of the first five leadership teams of the association. Express high respect and heartfelt gratitude. At the same time, we also express our deep respect to the comrades from relevant departments of the State Council, governments at all levels, local associations, and packaging workers who have provided strong support for the development of China's packaging industry. Thank you for your tremendous contributions to China's packaging industry. The 6th National Congress of the China Packaging Association was held under the deep implementation of the spirit of the 16th National Congress of the Communist Party of China, and just after the successful conclusion of the Third Plenary Session of the 16th Central Committee. We must conscientiously summarize the achievements and experiences of the association since its establishment, study the situation and tasks faced by the packaging industry in the new century and new situation, unite all packaging workers, carry forward the past and open up the future, innovate and develop, and strive to build China into a modern packaging power in the new century.
1、 The situation and tasks faced by the packaging industry
The 16th National Congress of the Communist Party of China put forward the goal of building a moderately prosperous society in all respects in the first two decades of this century, and pointed out the direction for creating socialism with Chinese characteristics. The packaging industry, as an important component of the national economy, is both a supporting industry and a highly promising industry. The next ten to twenty years will be an important opportunity period for the development of China's packaging industry. The overall requirements for the current and future period of the packaging industry are: guided by Deng Xiaoping Theory and the important thought of the "Three Represents", with the goal of building a moderately prosperous society in all respects, closely focusing on the strategic adjustment of the national economic structure, adhering to the path of new industrialization, deepening reform, comprehensively improving the level of opening up to the outside world, adhering to the basic national policy of protecting the environment and resources, following objective laws, adapting measures to local conditions, scientific planning, rational layout, improving the growth quality and efficiency of the packaging industry, achieving the unity of speed and structure, quality and efficiency, promoting the sustained, rapid and healthy development of the packaging industry, and striving to build China into a modern packaging industry power.
（1） In accordance with the requirements of pursuing a new path of industrialization, vigorously promote the structural adjustment of the packaging industry
The 16th National Congress of the Communist Party of China requires us to adhere to using information technology to drive industrialization and industrialization to promote information technology, and to embark on a new path of industrialization with high technological content, good economic benefits, low resource consumption, less environmental pollution, and full utilization of human resource advantages.
For more than 20 years, China's packaging industry has achieved remarkable results that have attracted worldwide attention. According to the evaluation of the World Packaging Organization, Chinese people have completed the 40 year development process of the packaging industry in developed Western countries in 20 years. However, as Comrade Han Jiazeng pointed out in the fifth council report, China's packaging industry still faces problems such as low industry concentration, serious low-level redundant construction, long-term dependence on imported high-tech equipment and raw materials, poor overall R&D and innovation capabilities, and severe shortage of management and technical talents. To this end, we must promote the optimization and upgrading of industrial structure, and form a packaging industry pattern led by high-tech industries, with the backbone of competitive large-scale packaging enterprises, and based on specialized, refined, unique, and new small and medium-sized enterprises.
There are more than two large-scale production enterprises in China's packaging industry, but there are still few large-scale packaging backbone enterprises that truly have independent intellectual property rights, outstanding main businesses, and strong core competitiveness. Almost all developed countries have a certain number of large packaging enterprise groups in their packaging industry, and new multinational groups continue to form internationally through mergers and acquisitions. Therefore, packaging enterprises in China should implement intensive integration. Jointly develop and pilot the cultivation of large-scale packaging product and packaging machinery enterprise groups, and operate according to modern enterprise systems. Only in this way can the advantages of China's packaging industry be further strengthened and utilized. We need to transform the traditional packaging industry with high-tech and advanced applicable technologies, and vigorously revitalize the packaging equipment manufacturing industry. We should closely focus on the strategic adjustment of economic structure, guide enterprises to improve and enhance the quality and efficiency of economic growth.
To summarize the experience and lessons of the development of the packaging industry, we should timely grasp and analyze the development status of the packaging industry, and assist the government in regulating its total output, so as to make the ratio of packaging industry output value to national economic output value more reasonable, and to coordinate and synchronize the development speed of the packaging industry with the development speed of the national economy. Implement total quantity control for the packaging industry, with a focus on inviting national authoritative departments to conduct scientific research on newly launched large-scale packaging projects. For a large number of small and medium-sized packaging enterprises. In accordance with the requirements of the Law of the People's Republic of China on the Promotion of Small and Medium sized Enterprises, we actively support, strengthen guidance, improve services, regulate and protect rights and interests in accordance with the law, and guide them to develop in a specialized, refined, distinctive and new direction. At the same time, we also combine the deployment of rectification and standardization of the market economic order to restrict small and medium-sized enterprises with backward technology, redundant construction, resource waste, and serious environmental pollution. Through various means such as integration, merger, privatization, and shareholding, we carry out transformation to enable small and medium-sized enterprises to fully play their advantages.
The principle of the development of packaging industry is: (1) market-oriented. Following the laws of market economy, continuously meeting the market demand for high-quality, safe, convenient, beautiful, pollution-free, and pollution-free packaging products both domestically and internationally. Relying on the advantages of specialized production areas in the packaging industry, we aim to achieve close integration between the manufacturing, research and development, and raw material base of packaging products, as well as the integration of upstream and downstream products. (3) Adapt to scale operation. Adapt to the scale of raw material foundation and market needs, determine the scale of enterprises, implement a combination of large, medium, and small enterprises, and focus on the development of small and medium-sized enterprises and non-public economy. (4) Adopting advanced and applicable technologies. Protect and develop the transmission technology, select advanced and applicable technical equipment, and packaging enterprises with conditions should actively introduce and develop high-tech, implementing a combination of high-tech and applicable technology. (5) Give equal importance to development and protection. Pay attention to protecting people's life safety and health, protecting the environment and packaging product safety, promoting clean production, and preventing packaging enterprises from polluting the environment and packaging products. (6) Fully leverage the role of high-tech industrial development zones and industrial parks, and guide the combination of enterprises, research institutions, and colleges and universities. (7) Strengthen macro guidance. By formulating and implementing policies, plans, and quality standards for the development of the packaging industry, we guide the rational layout of the packaging industry. Prevent blind construction of new stalls at a low level and improve the modernization level of the packaging industry.
To ensure the sustained, rapid and healthy development of the packaging industry, we also need to vigorously promote the coordinated development of related industries, especially: (1) we need to increase efforts in developing new packaging materials. Develop a variety of low boards for packaging that better meet the requirements of packaging strength and printing performance; Develop multi plastic resins and accessories with better barrier properties; Develop packaging drums, cans, and various thin steel plates suitable for manufacturing; Develop aluminum foil and aluminum plated film that meet packaging requirements; Develop insect free composite wood products that meet my packaging requirements, providing the packaging industry with a wider variety, better quality, and more in line with international trends of packaging materials. Establish packaging raw material production bases abroad. (2) To revitalize the packaging equipment manufacturing industry. The packaging equipment manufacturing industry is the foundation of the packaging industry and the main factor determining the direction and speed of its development. It is necessary to revitalize the packaging equipment manufacturing industry and achieve mechatronics integration through guidance and support. Intelligent and centralized control development, and increased application of microcomputer technology. (3) To establish a green packaging industry system in China. Developing green packaging is a fundamental measure to address technological barriers, environmental barriers, and quarantine rules in various countries. We should vigorously develop packaging materials that have good environmental performance, do not cause harm to the environment and people, and are recyclable or biodegradable. Vigorously promote clean production, utilize clean energy and raw materials, and adopt clean processes. Produce cleaning products. Implement the recycling and utilization of packaging waste.
