1、 Basic Status of China's Packaging Industry


After years of rapid development, China's packaging industry had 10868 enterprises above designated size by 2004, with an industrial output value of 328.3 billion yuan, a year-on-year increase of 17%. Among them, the paper packaging industry completed 113.5 billion yuan, a year-on-year increase of 24.3%; The plastic packaging industry completed 92.9 billion yuan, a year-on-year increase of 18.6%; The glass packaging industry completed 8.9 billion yuan, a year-on-year increase of 4.2%; The metal packaging industry completed 23.1 billion yuan, a year-on-year increase of 7.8%; The packaging and printing industry completed 62.8 billion yuan, a year-on-year increase of 11.4%; The packaging machinery manufacturing industry completed 17 billion yuan, a year-on-year increase of 8.6%. The proportion of the total output value of the packaging industry in the total social output value has increased from 0.4% in the early 1980s to 2.4% now. The packaging industry has risen from the second to last position in the early 1980s to the 14th position among the 42 major industries in China's national economy, becoming one of the important industries for China's economic development. In the world's packaging consumer market of about 600 billion US dollars, China has become the third largest "packaging country" after the United States and Japan. In 2004, the packaging industry provided supporting services for domestic goods with a total retail sales of over 5 trillion yuan and export goods with a total export value of over 600 billion US dollars. It made outstanding contributions to protecting products, promoting sales, facilitating transportation and logistics management, and enhancing the international competitiveness of goods.

We are able to produce most of the modern packaging systems, packaging equipment, packaging materials, and packaging products that are commonly used internationally; The production of corrugated paper packaging products, plastic woven bags, composite flexible packaging, and metal drums has ranked among the top in the world; Packaging materials and packaging machinery have begun to participate in international competition, and the export volume has been increasing year by year; The situation of serious damage to goods caused by outdated packaging has been basically controlled and improved. The packaging industry has evolved from a dispersed development industry to a relatively independent and complete industrial system. In terms of the output, quality, and variety of packaging products, China has entered the ranks of "packaging powers" and provided essential supporting services in the process of becoming a "world manufacturing factory". We have completed the 40 year development journey of developed countries in over 20 years and achieved a historic leap in China's packaging industry.


During the "Sixth Five Year Plan" period, the packaging industry had just begun to aggregate, and the demand for packaging in economic development gradually increased, leading to an accelerated trend in the packaging industry process. During the "Seventh Five Year Plan" period, the packaging industry actively promoted technological progress in enterprises, introduced some advanced foreign technology and equipment, and generally improved the level of technical equipment in the packaging industry, continuing to grow rapidly. During the Eighth Five Year Plan period, China's packaging industry entered a period of stable development. During the Ninth Five Year Plan period, the packaging industry achieved sustained, rapid, and healthy development. During the 15th Five Year Plan period, China's packaging industry continued to maintain a rapid growth momentum higher than the national economic growth rate. In 2004, China's packaging industry, like the entire domestic economy, experienced a rapid development trend. Under the influence of macroeconomic regulation measures, it is expected that the growth rate of the packaging industry will decline in 2005.


However, we must be aware that most packaging enterprises in China are relatively small in scale and have low industrial concentration. There is a lack of a large number of skilled technical workers; In the process of building a conservation oriented society, some products have the problem of excessive packaging; The macro-control of packaging production urgently needs to be strengthened, and there is a serious lack of regulations related to packaging.


2、 China's packaging industry has great potential for development


In 2004, China's gross domestic product (GDP) reached 13.6515 trillion yuan, an increase of 9.5% over the previous year, making it the fastest growing year since 1997. Our country's economy is showing a good development trend with significantly accelerated growth rate, significantly improved efficiency level, high export growth, and continued improvement in economic structure. Where there are goods, there is packaging. The sustained, rapid, and healthy development of related industries such as food, electronics, medicine, tobacco, and daily chemical products provides necessary prerequisites and strong impetus for the sustained and rapid development of China's packaging industry.


In the field of food, with the prosperity and development of China's commodity economy, the improvement of people's quality of life, and the acceleration of the pace of life, consumers' demand for microwave food, snack food, frozen food, and constant speed food is increasing. This trend will accelerate the demand for fast food and convenient food packaging. At the same time, the Chinese government has proposed a plan for the development of agricultural industrialization, focusing on the deep processing of agricultural and sideline products, which requires a large amount of supporting packaging machinery and materials; The National Development and Reform Commission has listed food processing and packaging machinery as key priority areas for the development of the food industry, which will bring broad prospects for the development of the packaging machinery industry. The dairy and beverage industry has become one of the most growing industries in China in recent years. At the same time, aseptic filling technology, PET plastic bottle packaging for beer and milk, and other technologies are being increasingly favored and adopted by more and more manufacturers.


In 2004, the growth rate of the electronics industry in the national economy exceeded 30%. China has now developed into the manufacturing center of the world's home appliance industry. The pharmaceutical industry achieved an industrial added value of 138.839 billion yuan in 2004, a year-on-year increase of 16.92%. With the rapid development of China's economy, the improvement of people's living standards, and the increase in medical expenses caused by population aging, the development of new drugs has increased, the pace of medical security system reform has accelerated, and the expansion of urban residents' medical insurance, the pharmaceutical industry will continue to maintain a rapid growth momentum. In developed countries, pharmaceutical packaging accounts for 30% of the value of pharmaceutical products, while in China it is only 10%. At present, the annual output value of China's pharmaceutical packaging industry is around 15 billion yuan, which can only meet about 80% of the needs of domestic pharmaceutical enterprises, which has prompted the rapid development of the pharmaceutical packaging industry in recent years. Experts predict that the next five years will be a period of rapid development for China's pharmaceutical packaging industry.


In November 2003, the Chinese government signed the world's first international convention on tobacco control, the Framework Convention on Tobacco Control, at the United Nations, becoming the 77th signatory to the convention. The provisions on "packaging and labeling of tobacco products" in this convention will have a substantial impact on the current tobacco packaging in China. Chinese tobacco companies will conduct a comprehensive and thorough "repackaging" campaign before November 10, 2006. Therefore, Chinese tobacco companies are actively seeking effective strategies in cigarette packaging design, packaging materials, and printing processes. At the same time, the National Tobacco Monopoly Administration actively promotes environmentally friendly tobacco packaging materials in the tobacco industry. Some green tobacco packaging materials with relatively mature technologies, such as vacuum aluminum coated cardboard, are increasingly recognized by tobacco companies.


In terms of daily chemical products. China's daily chemical products are entering a period of prosperity, with huge development potential and profit margins. With the acceleration of cross-border group acquisitions, it has triggered many industry giants to intervene in the daily chemical industry. In the next few years, the overall scale of the industry will further expand. In addition, domestic daily chemical product packaging has increasingly attached importance to fashion trends, with various innovative packaging emerging one after another, becoming one of the fastest updated markets for packaging in China. With the improvement of people's living standards and the increase in market demand, the development of packaging for daily chemical products will be accelerated.


In addition to the attractive domestic market, the export market for Chinese products is also promising. After joining the WTO, the export value of China's main export products increased by about 8 billion to 10 billion US dollars annually. The increase in product export volume will inevitably drive the growth of corresponding product packaging.

3、 Take effective measures to promote the sustainable and healthy development of the packaging industry


China is currently comprehensively building a moderately prosperous society that benefits over one billion people, and strives to double its gross domestic product by 2020 compared to 2000. According to this goal, by 2020, China's gross domestic product (calculated at 2000 prices) will exceed 35 trillion yuan. According to the current development trend, the total industrial output value of the packaging industry is expected to reach 900 billion yuan by 2020.


Improving the production technology level of China's packaging industry, solving prominent problems in the packaging industry, and achieving a leapfrog development from a "packaging power" to a "packaging powerhouse" in China are the main concerns of the Chinese government, packaging industry associations, and enterprises. We must adopt strong response policies and measures to strive to build China into a modern packaging industry powerhouse with high technological content, good economic benefits, low resource consumption, less environmental pollution, and full utilization of human resources as soon as possible.
